This independent review by Frank Field, MP on poverty and life chances of children in the UK argues that life chance indicators need to be adopted, moving away from a focus on income poverty. These indicators will help measure the effectiveness of Government and the comummunity and voluntry sector in ensuring that during the Foundation Years (womb to age five) parents are helped to increase opportunities for their children, particularly for the most disavdantaged, in order to break intergenerational cycle of poverty. The report aims to establish the Foundation Years as of equal status and importance in the public mind to primary and secondary school years.
